CITY OF STOCKTON l_1I
OOAUGG2/it AM 11: ERTIFIED MAIL
TURN RECEIPT
DEPARTMENT OF MUNICIPAL UTILITIES Z 407 935 353
2500 NAVY DRIVE
STOCKTON,CA 95206-1 191
(209)937-5750
FAX(209)937-8709
August 10, 2000
Mr. Richard Doss, Plant Manager
Sierra Chemical
1010 Industrial Drive
Stockton, CA 95206
NOTICE OF VIOLATION
This Notice of Violation is intended to notify Sierra Chemical of a violation of City
Municipal Code Section 7-805 that occurred on August 4, 2000.
Violation
Section 7-805 prohibits the discharge, directly or indirectly, to the City storm drain
system of any pollutant, wastewater, or any substance or material which will interfere
with the operation and performance of the City's storm drain system or violate the City's
NPDES permit. In this instance, the discharge was wastewater containing chlorine and
an elevated pH.
Upon verbal notification on August 4, 2000, you immediately commenced a cleanup
effort that continued to August 5, 2000. Your testing on August 5, 2000 at the Stockton
Airport Business Center Pump Station documented no chlorine and a pH of
approximately 7.5. However, when the pump station was reactivated on August 9, 2000,
a strong odor of chlorine was again detected and the pump station was immediately
turned off.
Therefore, your cleanup efforts have not been adequate. In order to insure that the
cleanup effort is complete, you are directed to hire a qualified environmental cleanup
firm to perform the cleanup operation. The cleanup efforts must extend from the point of
discharge to the pump station. A list of acceptable firms is attached. In addition, you are
directed to hire a qualified independent laboratory to verify the system is clean.
www.stocktongov.com
"STOCKTON...CALIFOR N WO SU N c 1F G Honor++
