Remarks 608 CCR 66266.130 Failed to properly manage used cil and fuel filters. 1)Bills of lading for the recycling of used oil fillers for the last three years were not found on site. A copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters for the last three years, maintain them on site,and submit copies to the EHD. 2)One green 55-gallon container of mixed oil filters and other items was observed inside the large metal storage container had an accumulation start date of 8-9-13 and labeled"Used-Drained Oil Filters'.Oil soaked rags,absorbent pads, rubber gloves and poliethylene tubbing were all commingled with oil filters inside this green drum. 3)Two fuel filters,one red and one yellow,were stored on top of the lid of the 5-gallon container located in the hazardous waste storage area. Used oil filters shall be drained of free-flowing oil,stored in a closed,rainproof container,labeled as'drained used oil filters,'and marked with an accumulation start dale. Immediately containerize all filters, segregate filters from other hazardous waste,mark the storage containers as appropriate and ensure that all used oil filters are managed in this way.Since It could not be determined how long 'these fuel filters have been onsite,dispose of them as appropriate and provide proof of correction to the EHD.This is a Class II violation. • Finding 608 CCR 66266 130 Failed to properly manage used oil and fuel filters. Lowry,Inc.on Lowry'sNI — George Consolidated Manifest Invoice#25057 W.Lowry,Inc.personnel,Mr.Colin Kelly set a new Used Drained Oil Filter 55 gallon open top drum for Non-RCRA Hazardous Waste Drum- with materials _ Solids was set up in the new Oil Room Storage Container for other then Useddral - oily absorbent,rags and other oil contaminated materials, oil or fuel filter within it. 1 _ trash,and debris. All foreign items inside the Green Used used Drained Oil filter Drained Oil Filter Drums on site were removed from place in Drum with out of the new hazardous waste solid drum.All used oil and fuel compliance date filters on site including the used filters inside the 5 gallon marked bucket above were placed into the Green Used Drained Oil Filter Drum Sealed and picked up for retycling by Used dl fillers and other trash in bucket in Lowry as noted above on January S. Please note that existing contents of a metal 15 gallon container with a lid(with the words written on it"12/26/14" "Empty""Rags Only") was immediately transferred to the 55 gallon Non-RCRA Hazardous Waste Solids container by George W.Lowry,Inc. Personnel.It was suggested to PSWI that the 15 gallon small steel container with lid be cleaned and relabeled and used for New Clean Rags.
