Jack Tone Rc t&ONSE TO: FINDING #301 <br /> Stockton, 95215 RECEIVED 209-460-0-0 V450 C <br /> San Joaquin County <br /> ENVIRONMENTAL HEALTH DEPARTMENT FEB 2 4 2015 <br /> 1868 East Hazelton Avenue <br /> Stockton, California 95205 ENVIRONMENTAL. <br /> Telephone 209-408-3420 I{rw-1il'1FpAgT"FI`3T <br /> Small Quantity Hazardous Waste Generator Inspection Sheet <br /> Preparedness and Prevention v a o5 <br /> 301 COR 6621 Fadlity not maintained to minimize the release of hazardous waste. <br /> 1 CCR 66262.34(d)(2)Facility not maintained to minimize the release of a hazardous waste. <br /> Several areas of oily staining and multiple active fuel leaks were observed throughout rhe facility at the tame of <br /> Inspection The following are the areas of staining or other areas of concem that were noted. <br /> 1)Oily staining was rated on gravel below the hazardous waste storage containers located in the outdoor area. <br /> southeast of the shop. <br /> 2)A large area of olly staining(on gmvelj was noted in a parking space in front of the hazardous waste storage area. <br /> 3)Scantling oily liquid was noted on several 55-gallon and 5-gallon hazardous waste containers located in the <br /> hazardous waste storage area <br /> 4)A hardened patch of rubbery grayish material(at least one foot In diameter)was noted on the ground in front of the <br /> hash compactor. <br /> 5)Oily staining was noted on gravel below the bench digging machinery parked In the yard area <br /> 6)Several active leaks of red-dye diesel were noted from at least three mobile"creek'pumps,which have an on-board <br /> diesel tanks which ranged from 150 to 250 gallons <br /> 7)Metal Anes were observed on the shop's floor in the area of the metal cutting equipment <br /> Facilities shall be maintained and operated to minimize the possibility of a fire,explosion,or release of hazardous <br /> waste to air,Sall,or surface water,which could threaten human Health a the environment. Immediately fix all leaks <br /> spills,staining,and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed.This Is a Claes II violation <br /> Response: <br /> • 301 Items 1,2 and 5 <br /> Pacific Southwest Irrigation Employees topically excavated all areas on the Stockton Jack Tone Road Site to below visible oil staining and <br /> contamination.Contaminated soil was placed in cubic meter Boxes line with Plastic sheeting and then covered.On <br /> February 3,2015 a composite samplingfrom each box of contaminated soil was undertaken by Colin Kelly,George W.Lowry,Inc.and the <br /> composite sample taken to Castle Analytical labs for analysis. Forward Land Fill requires the following testing and results be forward to <br /> them:PCB testing in Soil/Solid,TPH-Gas&TPH-Diesel/Motor Oil,TRPH(418.1M/SM 5520 C&F),EPA 8260(soil),LUFT metals(Cd,Cr,Pb,Ni, <br /> Zn)and EPA 8270(SVOCs).The results were forwarded to Forward Waste Land fill along with a Profile Certification form to accept the <br /> contaminated soil at their Forward Landfill,Inc.,9999 S.Austin Road ,Manteca,CA 95336 site. We are currently awaiting their acceptance <br /> and costs and will send EHD paperwork once the waste is shipped to forward. <br /> 301 Item 4 <br /> The hardened rubbery patch in front of the compactor was dried Weldon Adhesive.The hardened robbery patch was picked up and placed <br /> in the garbage dumpster by Pacific Southwest Irrigation Employees. <br /> 301 Item 3 <br /> Pacific Southwest employees cleaned up free standing and oily liquid on the container in the old hazardous Waste Storage area east of the <br /> Machine Shop. Clean up materials including oily rags were placed in the new Hazardous Waste Solid Drum. <br /> 301 Item 6 <br /> The leaking pumps fuel tanks surfaces were wiped down,fill stems were tightened and pumps were moved to an asphalt parking area to <br /> ensure pumps were parked level and not seeping and leaking. The contaminated soil was excavated by Pacific Southwest Irrigation <br /> Employees as in Items 1,2 and 5 above. <br /> 301 Item 7 <br /> Metal Fines were cleaned up and placed in a 5 gallon metal pail with lid,labeled as Hazardous Waste—Non- <br /> RCRA Metal Grindings and Shaving. See the Uniform Hazardous Waste Manifest Attached. <br /> With a new Safety Coordinator,Safety and Hazardous Waste Training,an ongoing SPCC Plan,CERS <br /> compliance,a new oil storage room with compliant waste containers and containment,spill equipment, a <br /> Weldon Product program for minimizing or eliminating Weldon Hazardous Wastes,a Metal Fine program for metal grinding and shavings <br /> • wastes, equipment leak prevention program,fueling safety,and employees becoming aware of the need for safety and minimizing waste <br /> will help pacific Southwest Irrigation become a site that is maintained to minimize Hazardous Waste Generation. <br /> See pictures on attached page <br />
