Failed to determine if a waste is a hazardous waste. The paint sludge is being <br /> generated in two ways. Neither of these waste streams has been analyzed for <br /> hazardous properties prior to disposal. Furthermore, new absorbent is being <br /> added to the paint sludge to solidify the paint then handled as non-hazardous. <br /> Cease this procedure immediately. Handle these waste stream as hazardous <br /> unless lab results from a state certified lab show that the waste stream is non- <br /> hazardous. Correct immediately. <br /> 12. Facility not maintained to minimize the release of a hazardous waste. During the <br /> walk through the facility, it was observed that spent absorbent lay around the <br /> equipment in a lot of the buildings. Staining on the outside north wall of Bay#5 <br /> and soil was also observed. Collect all spent absorbent in a hazardous waste <br /> container and maintain working environment so that hazardous waste is handled <br /> properly. Remove impacted soil outside of Bay#5 and handle in accordance with <br /> Title 22,Hazardous Waste Regulation. Correct immediately. <br /> 19. Stored hazardous waste on site longer than 90 days without a permit or <br /> authorization. Without labels on drums, it is unknown as to how long the waste <br /> has been on site. 27 drums of waste in the hazardous waste storage area were <br /> observed. Remove this waste under a hazardous waste manifest and submit a <br /> copy of the manifest to this office by 10/26/03. <br /> 20. Failed to properly label containers of hazardous waste. Any container with <br /> hazardous waste must have a label with the following information: <br /> a. "Hazardous Waste" <br /> b. Name and address of the facility <br /> c. Content <br /> d. Accumulation start date <br /> e. Physical state <br /> £ Hazardous property <br /> Correct for all containers with hazardous waste including, but not limited to: <br /> a. Drum of paint dust in open paint shed <br /> b. Drum of unknown liquid outside of the closed paint shed <br /> c.
