• page 2 <br /> 3 . With the temperature 100 degrees Fahrenheit there was the <br /> physical threat of heat stress for those wearing personal <br /> protective equipment . <br /> 4 . Because of the debris from the fire there was the danger <br /> of slip, trip or fall hazards . <br /> It was recommended that a minimum ensemble for protective equipment <br /> was : a particulate filter mask, tyvek oversuit, steel-toed rubber <br /> boots, gloves, and hard hat . Continuous risk assessments were to <br /> be made by the work party and an immediate upgrade in breathing <br /> apparatus was to be made if exposed liquid chemicals were <br /> encountered. Prior to donning protective equipment, personnel <br /> should drink plenty of fluids and fluids should be onscene for <br /> rehydration. An incident heat stress policy should be initiated <br /> and each member of the work party briefed on the contents . <br /> At approximately 1740 hours I was released from the scene . <br /> On the evening of August 3 , 1995, I contacted Kasey Foley, lead <br /> Senior RENS, and was given approval to supply the investigators <br /> with Tyvek coveralls . This information was given to the Fire <br /> Marshal' s Office to be forwarded to Larry Navarrette . <br /> At approximately 9 : 00 hours on August 4 , 1995, I met Navarrette, Le <br /> Blanc, Arganbright, Mike Parissi (OES) , at the above address . The <br /> primary objective of the work party to locate and secure any intact <br /> chemicals and to cover the identified dry chemicals with plastic . <br /> the work party was to consist of Navarrette, Arganbright, and two <br /> firefighters/hazarduous materials technicians from the Tracy <br /> Defense Depot . <br /> Mike Parissi and I held a safety briefing with the work party <br /> covering the potential chemical and physical hazards . Partly due <br /> to the lack of filter masks and an insufficient number of air <br /> purifying respirators, it was decided by the three firefighters that <br /> they would use self contained breathing apparatus while in the work <br /> area. Navarrette used an air purifying respirator. <br /> Released from scene at approximately 14 : 00 hours . <br /> On August 9, 1995, Robert McClellon, REHS, and I met with Mr. <br /> Wright in his office . The purpose of this meeting was to express <br /> our concerns over the proper handling and disposal of both <br /> chemicals that may have been damaged during the fire and those that <br /> had been stored at the facility as hazardous waste prior to the <br /> fire. <br />
