San Joaquin County Public Health Services Environmental Health Division (EHD) <br /> conducted a C'UPA inspection at this facility on September 8, 2000 and September 11,2000. <br /> During that inspection sand blast waste was observed disposed of on site in an abandoned <br /> railroad spur. A sample of the waste was taken to determine if the waste was a hazardous <br /> waste. <br /> The results were submitted to this agency on November 2,2000. The EHD has reviewed the <br /> analysis and determined that the waste does not meet hazardous waste criteria based on <br /> toxicity for metals. <br /> Sandblast waste is considered a "Special Waste" under Section 66261.120 "List of Special <br /> Wastes" in Title 22 of the California Code of Regulations. A special waste may be disposed <br /> at a landfill disposal facility which is operated under a hazardous waste facility permit or a <br /> facility operated under waste discharge requirements issued by the Central Valley Regional <br /> Water Quality Control Board allowing disposal of the special waste. <br /> The generator of a special waste,the transporter of a special waste, and the owner operator <br /> of the facility accepting the special waste are all subject to the requirements of Division 4.5 <br /> Environmental Health Standards for the Management of a Hazardous Waste of Title 22 of <br /> the California Code of Regulations. <br /> The sandblast waste discovered during the inspection shall be removed from the abandoned <br /> railroad spur and transported under manifest to a proper facility by December 6, 2000. A <br /> copy of the manifest shall be submitted to this agency documenting proper disposal of the <br /> waste.Failure to comply may result in a Class I Violation for illegal disposal of a Special <br /> Waste. <br />
