A hazardous materials spill report(Cal EMA 12-4931)was also handed to me. I returned a phone call to <br /> Jamie Howell of HazMat One at 800-229-5252 extension 281 and left a voice mail. I then called the facility, <br /> Reddaway, and spoke with manager Doug Vickerman. Doug said a chemical called"fire extinguisher charges" <br /> spilled from a pail with a puncture hole. Doug did not provide any additional details. I spoke with Kasey Foley <br /> about the spill. We decided that I should inspect the site to get more details. <br /> I arrived at the facility at approximately 9 am and spoke with Mike Kolb,the division safety manager. Mike said the <br /> chemical spilled from a punctured three gallon container and that the bucket was empty when the transport truck <br /> reached the Reddaway facility. Mike said the trailer containing the spill had left the facility going north. Mike said <br /> there was nothing left of the spill to recover in the trailer. I photographed the container, labeled"Ansul, low pH", <br /> which was in secondary containment. The container appeared to be empty. <br /> I spoke with Mike Kolb and also Jamie Haines, Reddaway Kansas(by phone)about the spill and the remaining <br /> container. I asked Jamie and Mike to do a hazardous waste determination on the container and any remaining <br /> residue. They agreed and will probably have their hazardous waste hauler, PSC, remove the container as <br /> hazardous waste. I asked them to send me a copy of the hazardous waste manifest or other disposal record and <br /> produce a hazardous waste determination if the waste is not handled as hazardous. <br /> Jamie asked me if their spill reporting was adequate. I told him that hazardous waste spills of all amounts are <br /> required to be reported in San Joaquin County. He also asked if my agency does site visits in response to all spills, <br /> since we have done several site visits in the past few months. I said we may do a site visit depending on the <br /> incident and that we like to receive as much information as possible over the phone; if we feel that the cleanup <br /> operation is being done in a complete manner then we may not need to do a site visit. <br /> August 22, 2012: Garrett Backus: Completed"Notification of Hazardous Waste Discharge." <br /> September 10, 2012: Garrett Backus: Completed documentation including printing the inspection photo and <br /> abated the complaint to the San Joaquin County hazardous waste generator file. <br /> Rev.04/19/12 Page 3 of 3 ER Record <br />
