Garrett Backus [EH]
From: Garrett Backus[EH]
Sent: Monday,August 20, 2012 4:22 PM
To: 'Haines,Jamie'
Subject: RE: Release reporting
Jamie,
The notification was done correctly with the exception that it should have been called in to (209)468-3420 when the
incident occurred, not 6-7 hours later, We are on call 24/7. The person receiving the notification with San Joaquin
County does not want a lot of details since the Environmental Health Specialist (me) is required to call the facility
manager/contact back and get the details. I called the facility manager this morning after calling you and leaving a
voicemail. I spoke with Doug Vickerman at that time. He could not give me details regarding the type of chemical. I
know that he only had the bill of lading which did not give him that information.
When we call facility managers after receiving the notification,we want to know the type of chemical, amount of
chemical, impact on storm drains, how cleanup and disposal will take place and when it will take place. We also need to
get the disposal receipt or manifest if we request it.
Garrett Backus, Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
1868 E Hazelton Ave, Stockton, CA 95205-6232
email: pbackus(cDsicehd.com
telephone: (209)468-2986
fax: (209)468-3433
website: http://www.sicehd.com/Programs/Unitlil/unitiii.htm
From: Haines,Jamie [mailto:Jamie.Haines@YRCFreight.com]
Sent: Monday, August 20, 2012 11:56 AM
To: Garrett Backus [EH]
Cc: Kolb, Mike; Travis Hillmer
Subject: Release reporting
Mr. Backus,
Thank you for taking the time to speak with me today regarding the reporting of chemical releases. After
speaking with our vendor that makes the notification, they informed me the number they have for notifications
goes to a hospital and they have been told during after-hour calls to call back during normal business hours or
the person receiving the call doesn't seem to want any additional information. We are calling CUPA @ (209)
468-3420 based on instructions found on the CalEPA.CA.GOV website. Please verify this is the correct
number for us to use and/or any other alternate number we should use during after-hour notifications. If there
are any other reporting guidelines or suggestions that would assist in reporting, I would appreciate your insight.
Per our earlier discussion, we will attempt to provide the agency with a copy of the MSDS and more descriptive
remediation details at the time of the call in an attempt to alleviate the need for a site visit.
Sincerely,
t
