Stockton Scavengers Association is a <br /> subsidiary of USA Waste of California, Inc. During the inspection, SJEHD documented three <br /> alleged violations. Stockton Scavengers has subsequently corrected these alleged violations and <br /> has prepared the following response. <br /> Violation #108: "CCR 66262.23(a)(4)Failed to send generator manifest copies to DTSC <br /> within 30 days." <br /> During the inspection, SJEHD observed manifest number 014051164JJK(9/24/15) was not sent <br /> to DTSC within 30 days of shipment of hazardous waste. The manifest was marked as having <br /> been mailed on 12/10/I5. The generator manifest copy shall be submitted to DTSC for every <br /> shipment on a manifest when California is either the generator state or the destination <br /> or consignment state. <br /> • Stockton Scavengers has reviewed procedures and re-trained onsite staff to ensure <br /> compliance. Onsite Manager is conjunction with oversite from Environmental team will <br /> ensure a copy of the Uniform Hazardous Waste Manifests are mailed to DTSC within 30 <br /> days of receiving and final retum copy is received within 45 days. If a final copy is not <br /> received within 30 days Stockton Scavengers will contact the TSDF for a copy and if <br /> final copy is not received within 45 days of original date a exemption letter will be filed <br /> with DTSC. <br /> Violation #403: "CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed <br /> except when adding or removing hazardous waste." <br />
