Todd Nienhouse, who is the District Manager of Stockton Scavengers, has conducted the latest
training for DOT Awareness Training&Hazardous Materials/Waste Training;
Including Hazardous Materials Business Plan(HM BP) &Hazardous Waste Contingency Plan .
A copy of this training and sign in sheets is located in Attachment 2.
Violation code: 122, 123, & 124—Failed to Keep Signed copy of Manifest from designated
facility for 3 years,Failed to determine status of hazardous waste when copy of manifest
signed by destination facility was not received within 35 days, and Failed to file an
exception report when copy of manifest by destination facility was not received within 45
days.
Stockton Scavenger's has in place a specified binder for manifest copies of generated wastes and
is constantly updating these filing systems. Recently these were updated and the site feels the
missing manifest#008642748JJK dated 2/13/12 may have been misplaced during this process.A
copy of the signed manifest by the destination facility can be seen in Attachment 3. Also, due to
a commitment to the onsite hazardous waste program , Stockton Scavengers will reiterate the
importance of complete filing during the DOT Awareness Training.
Violation code: 404& 605—Failed to keep containers of HW closed when except when
adding or removing hazardous waste&Failed to completely label containers or tanks of
hazardous waste.
It was noted on the inspection form that a drain pan and tub were observed with material and not
labeled. It was also noted that the spent absorbent was mixed with the reusable absorbent in
repurposed garbage container. Also noted was an empty covered spill pallet observed outside the
back shop with oily liquid in the bottom. All the above items were corrected during the
inspection. All onsite drain pans are emptied daily and labeled. A drum containing the spent
absorbent is also labeled and available to all Maintenance Technicians for use.In an effort to
ensure this does not occur in the future the updated DOT and Hazardous Material/Waste training
addresses these issues. The site also has created additional drain pan labels in the event one
becomes damaged or dislodged. Stockton Scavengers has also labeled the reusable absorbent
containers to prevent any future misunderstandings.
Stockton Scavengers is committed to operating its facility in compliance with all applicable
regulations and truly appreciates the time taken to help us achieve this goal.
