Main Street PERMIT/SERVICES <br /> Stockton, CA 95202 <br /> RE: Response to Hazardous Waste Program Inspection conducted on December 15, 2011 <br /> Dear Ms. Rivera, <br /> On December 15, 2011 the San Joaquin Environmental Health Department(SJEHD) conducted a <br /> routine Hazardous Waste Program Inspection of Stockton Scavengers located at 1240 Navy <br /> Drive, Stockton, CA. Stockton Scavengers is a subsidiary of USA Waste of California, Inc. <br /> During the inspection SCEMD documented one alleged violation. Stockton Scavengers has <br /> subsequently investigated this alleged violation and has prepared the following response: <br /> Violation code: 117—Personnel Training Records Incomplete <br /> The inspection stated that training records on-site were incomplete. Jason Kirtley, who is the <br /> supervisor at the maintenance shop,has conducted appropriate training for E-waste/Universal <br /> Waste and DOT Hazardous Materials Awareness/HMBP/Contingency Plan Training. Jason <br /> completed this training on December 21, 2011 and conducted training with the Shop employees <br /> on December 28,2011. See Attachment 1. <br /> The inspection stated that that job descriptions were incomplete. The job descriptions have been <br /> updated to include skills, education, qualifications and duties. See Attachment 2. <br /> The inspection stated that training records conducted prior to 2011 were not available. Training <br /> records must be maintained on-site until facility closure, a practice that Stockton Scavenger is <br /> now following. <br /> Site personal will be attending the January 24, 2012 Hazardous Waste Management Training <br /> conducted by San Joaquin County, demonstrating Stockton Scavengers commitment to the <br /> Hazardous Waste Program. Stockton Scavengers complies fully with all applicable regulations <br /> in operating its facilities and truly appreciates the time taken to help us achieve this goal. <br />
