' WASTE MANAGEMENT <br /> Stockton Scavengers <br /> WASTE•aANAEIEMEM 1240 Navy Drive <br /> Stockton,CA <br /> �t:G <br /> April 24, 2015 <br /> Stacey Rivera APR 24 <br /> San Joaquin County ENVIR nM <br /> Environmental Health Department „ oNM�NTgj <br /> 1868 East Hazelton Avenue <br /> Stockton, CA 9525 <br /> RE: Response to Hazardous Waste Program Inspection conducted on March 25, 2015; Stockton <br /> Scavengers, Stockton, California <br /> Dear Ms. Rivera, <br /> On March 25,2015,the San Joaquin Environmental Health Department(SJEHD)conducted a <br /> routine Hazardous Waste Program Inspection of Stockton Scavengers located at 1240 Navy <br /> Drive, Stockton, CA. Stockton Scavengers is a subsidiary of USA Waste of California, Inc. <br /> During the inspection, SJEHD documented three alleged violations. Stockton Scavengers has <br /> subsequently corrected these alleged violations and has prepared the following response. <br /> Regulation #605 CCR 66262.34(f)Failed to completely label containers or tanks of <br /> hazardous waste. <br /> During the inspection, SJEHD observed a 55-gallon black steel drum of used antifreeze with the <br /> label on the secondary containment instead of the drum,and with no hazardous property marked. <br /> Stockton Scavengers brought barrel and label into compliance on March 26,2015 by installing a <br /> new correctly filled out on the barrel instead of the secondary containment. <br /> Regulation #608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> During the inspection, SJEHD observed a 55-gallon black steel drum of used filters was <br /> observed without the word "drained" labeled as "used oil and gasoline filters. <br /> Stockton Scavengers brought barrel and label into compliance on March 26,2015 by installing a <br /> new correctly filled out on the barrel. <br /> Regulation#714 CCR 66273.36 Failed to train employees and maintain records on UW <br /> handling and emergency procedures. <br /> During the inspection, SJEHD observed that according to the records on site,two employees did <br /> not complete the universal waste training for 2014. <br />
