' WASTE MANAGEMENT Stockton Scavengers WASTE•aANAEIEMEM 1240 Navy Drive Stockton,CA �t:G April 24, 2015 Stacey Rivera APR 24 San Joaquin County ENVIR nM Environmental Health Department „ oNM�NTgj 1868 East Hazelton Avenue Stockton, CA 9525 RE: Response to Hazardous Waste Program Inspection conducted on March 25, 2015; Stockton Scavengers, Stockton, California Dear Ms. Rivera, On March 25,2015,the San Joaquin Environmental Health Department(SJEHD)conducted a routine Hazardous Waste Program Inspection of Stockton Scavengers located at 1240 Navy Drive, Stockton, CA. Stockton Scavengers is a subsidiary of USA Waste of California, Inc. During the inspection, SJEHD documented three alleged violations. Stockton Scavengers has subsequently corrected these alleged violations and has prepared the following response. Regulation #605 CCR 66262.34(f)Failed to completely label containers or tanks of hazardous waste. During the inspection, SJEHD observed a 55-gallon black steel drum of used antifreeze with the label on the secondary containment instead of the drum,and with no hazardous property marked. Stockton Scavengers brought barrel and label into compliance on March 26,2015 by installing a new correctly filled out on the barrel instead of the secondary containment. Regulation #608 CCR 66266.130 Failed to properly manage used oil and fuel filters. During the inspection, SJEHD observed a 55-gallon black steel drum of used filters was observed without the word "drained" labeled as "used oil and gasoline filters. Stockton Scavengers brought barrel and label into compliance on March 26,2015 by installing a new correctly filled out on the barrel. Regulation#714 CCR 66273.36 Failed to train employees and maintain records on UW handling and emergency procedures. During the inspection, SJEHD observed that according to the records on site,two employees did not complete the universal waste training for 2014.
