Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained <br /> used oil filters,"and marked with an accumulation start date. Immediately correct the label and ensure that all used <br /> oil filters are managed in this way. <br /> This is a repeat violation, Class ll. <br /> 714 CCR 66273.36 Failed to train employees and maintain records on UW handling and emergency procedures. <br /> According to the records on site, two employees did not complete the universal waste training on December 24, 2014 <br /> -Jessie Manzo and Dennis Fields. These employees were last trained in universal waste on December 12, 2013. <br /> Employees who handle universal wastes (UW) must be trained initially and annually thereafter. At a minimum, <br /> personnel who manage UW shall trained and thoroughly familiar with proper universal waste management and <br /> emergency response procedures relative to those persons' responsibilities, including where applicable, <br /> 1. types and hazards associated with the UW managed at the facility <br /> 2. proper disposition of UW managed at the facility (e.g. locations of UW containers, or location of centralized UW <br /> area) <br /> 3. proper procedures for responding to releases of UW including the position titles and the means of contacting <br /> those personnel at the facility who are designated to respond to releases <br /> 4. labeling, collecting, handling, consolidating, and shipping UW at the facility, including, but not limited to the <br /> prohibition on the disposal of UW <br /> The UW handler shall maintain a written record by date indication the names of personnel who received the training <br /> and maintain those records for at least three years. Immediately provide employees with initial or refresher UW <br /> training. Submit a copy of the roster and the syllabus to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by April 24, 2015. <br /> Note: (corrected on site) <br /> The modified contingency plan information on site was incomplete and not posted next to a phone. The form <br /> stated that a map showing the locations of emergency equipment would be posted with it, but no map was found. <br /> There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, <br /> and the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number <br /> of the fire department, unless the facility has a direct alarm.
