RECEIVE® <br /> JAN 2 7 2014 <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> WASTE MANAGEMENT <br /> WASTE MANAGEMEgT Stockton Scavengers <br /> 1240 Navy Drivc <br /> Stockton,CA <br /> January 24, 2013 <br /> Stacey Rivera <br /> San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue <br /> Stockton, CA 9525 <br /> RE: Response to Hazardous Waste Program Inspection conducted on December 17, 2013; <br /> Stockton Scavengers, Stockton, California <br /> Dear Ms. Rivera, <br /> On December 17, 2013, the San Joaquin Environmental Health Department(SJEHD)conducted <br /> a routine Hazardous Waste Program Inspection of Stockton Scavengers located at 1240 Navy <br /> Drive, Stockton, CA. Stockton Scavengers is a subsidiary of USA Waste of California, Inc. <br /> During the inspection, SJEHD documented one alleged violation. Stockton Scavengers has <br /> subsequently corrected this alleged violation and has prepared the following response. <br /> Violation #301: "Facility not maintained to minimize the release of a hazardous waste" <br /> During the inspection, SJEHD observed areas of oil-stained dirt and gravel throughout the <br /> parking area of the facility. Stockton Scavengers has cleaned up of the observed areas and placed <br /> oil-stained dirt and gravel in properly labeled 55-gallon barrel for off-site hazardous waste <br /> disposal. While completing the cleanup, Stockton Scavengers found the dirt and gravel in the <br /> observed areas was used to fill former potholes underlain with asphalt pavement. Clean dirt and <br /> gravel was used to backfill the depressions (see Attachment A). <br /> Stockton Scavengers has instituted the following Best Management Practices (BMPs) to assist <br /> with preventing future releases of hazardous waste to the environment: <br /> • Site personnel have rearranged the parking area so that trucks will not be parking over the <br /> area with dirt/gravel on the west side of the lot and the area in the middle of the lot where <br /> the asphalt is degrading. This will be a drive lane instead. . <br /> • Stockton Scavengers will continue to repair vehicles with oil leaks in a timely manner as <br /> to assist in deterring any oil staining the facility. <br />
