2 . One drum of hazardous waste labeled as M.E.K. 60%- <br /> 80%, Butyl Cellosolve 5%-20%, Resin Compounds <br /> 1%-5% had an accumulation date that exceeded the <br /> 90 day storage period. <br /> 3 . Personnel involved in handling the hazardous waste <br /> do not have immediate access to an internal alarm <br /> or emergency communication device. <br /> VIII. OBSERVATIONS: <br /> I arrived at Silgan Containers Corporation at approximately <br /> 10: 30 a.m. I identified myself at the front desk and <br /> requested to speak to David Rex, Superintendent for Silgan <br /> Corporation. After approximately 10 minutes, I was <br /> approached by Jim Chipponeri, Coater Coil Supervisor, who <br /> stated Mr. Rex would join the inspection later. Mr. <br /> Chipponeri is directly involved with hazardous waste <br /> management at Silgan Containers Corporation. I explained <br /> the nature of the inspection to Mr. Chipponeri. Mr. <br /> Chipponeri gave me consent to perform the inspection. <br /> The inspection began in the production area where a <br /> hazardous waste composed of enamel sludge and M.E.K. is <br /> generated from the application of the side stripe. <br /> We then proceeded to Building #1 where three air <br /> compressors are operated. At this location, a waste <br /> oil/water mixture is generated and stored in 55 gallon <br /> containers. Waste oil is generated from the maintenance of <br /> machinery and stored at this location. <br /> I was then led to the flammable storage building where the <br /> hazardous waste is stored. In this building, I observed <br /> two drums labeled as hazardous waste containing waste <br /> oil/water that had accumulation dates (11/29/92 and <br /> 10/02/92) that exceeded the 90 day storage time period. I <br /> also observed one drum labeled as hazardous waste <br /> containing solvent waste (M.E.K. 60%-80%, Butyl Cellosolve, <br /> 5%-25%, Resin Compounds 1%-5%) that had an accumulation <br /> date (12/01/92) that exceeded the 90 day storage time <br /> period. <br /> I asked Mr. Chipponeri how the hazardous waste is brought <br /> into this building. He replied that the waste is brought <br /> into the building by a lift truck operated by one person. <br /> When the lift driver enters this building, he or she does <br /> not have immediate access to an internal alarm or emergency <br /> communication device. <br /> 4 <br />
