(According to Mr. Walker, the"drill <br /> cuttings' waste is not metal, but is a combination of soil and water.) The lab analytical for both indicated additional <br /> testing was needed for STLC for arsenic, but no additional test results were included. According to the disposal <br /> record, the "drill cuttings"waste was taken to Clean Harbors for disposal. Any person who generates a waste shall <br /> determine if the waste is a hazardous waste. Immediately begin making complete hazardous waste determinations <br /> for the wastes at this facility and manage them according the Title 22 hazardous waste regulations. <br /> This is a repeat violation, Class II. <br /> 111 CCR 66265.16(d) Failed to maintain complete personnel training records. <br /> Employee training records for the management of hazardous waste were incomplete. The records on site did not <br /> include a record of training for the person providing the training or a complete list of the training required for both <br /> introductory and continuing training for each job title. Employee training records shall include: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to each <br /> person filing positions listed above, <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> This training shall be directed by a person trained in hazardous waste management procedures. Training records on <br /> current employees shall be kept until closure of the facility. Training records on former employees shall be kept for at <br /> least three years from the date the employee last worked at the facility.
