San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.org/ehd
Large Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
TESORO STOCKTON TERMINAL 3003 NAVY DR STOCKTON November 04 2015
SUMMARY OF VIOLATIONS
(CLASS I,CLASS ll,or MINOR-Notice to Comply)
Item# Remarks
501 CCR 66265.192(a) Failed to comply with new hazardous waste tank system assessment requirements.
The facility does not have a tank assessment for Tank 420, the 17,640 gallon hazardous waste tank. The liquid from
this tank is being hauled as hazardous waste on uniform hazardous waste manifests. The owner or operator of a
hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified,
professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable
for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably
designed. Immediately have an assessment prepared for Tank 420 (hazardous waste tank). Submit a schedule
showing when this will be accomplished to the EHD.
This is a Class I violation
605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste.
A 55 gallon black steel drum of diesel soaked pads was observed in the storage building with no hazardous property
and a physical state of"unknown." A 5 gallon bucket of used oil was observed in the storage building labeled as
"waste oil"with no hazardous waste labeling. All hazardous waste containers shall be marked with the following
information:
-the words "Hazardous Waste"
- name and address of generator
- hazardous properties (ignitable, corrosive, reactive, toxic)
- physical state (liquid, solid)
-composition (contents)
-accumulation start date
Immediately label these containers and ensure that all containers are marked with all the required information. Since
it cannot be determined how long the used oil has been on site, immediately contact a licensed hazardous waste
hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD.
Tank 420, the 17,640 gallon hazardous waste tank, does not have hazardous waste labeling. All hazardous waste
tanks shall be marked with the words"Hazardous Waste" and the accumulation start date. Immediately ensure that
all hazardous waste tanks are marked with the required information.
This is a repeat violation, Class II.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by December 4, 2015.
*This facility is currently in a permit category for 25-50 tons of hazardous waste in a year. The facility will be
moved to a higher permit category (50-250 tons/year) based on the hazardous waste generated in 2014. This
may result in increased permit fees.
Received Inspector: Phone: Date:
(initial): STACY RIVERA, Senior REHS (209) 468-3440 11/04/2015
Page 6 of 7
