The liquid from <br /> this tank is being hauled as hazardous waste on uniform hazardous waste manifests. The owner or operator of a <br /> hazardous waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, <br /> professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable <br /> for the transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably <br /> designed. Immediately have an assessment prepared for Tank 420 (hazardous waste tank). Submit a schedule <br /> showing when this will be accomplished to the EHD. <br /> This is a Class I violation <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> A 55 gallon black steel drum of diesel soaked pads was observed in the storage building with no hazardous property <br /> and a physical state of"unknown." A 5 gallon bucket of used oil was observed in the storage building labeled as <br /> "waste oil"with no hazardous waste labeling. All hazardous waste containers shall be marked with the following <br /> information: <br /> -the words "Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. Since <br /> it cannot be determined how long the used oil has been on site, immediately contact a licensed hazardous waste <br /> hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br /> Tank 420, the 17,640 gallon hazardous waste tank, does not have hazardous waste labeling. All hazardous waste <br /> tanks shall be marked with the words"Hazardous Waste" and the accumulation start date. Immediately ensure that <br /> all hazardous waste tanks are marked with the required information. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by December 4, 2015. <br /> *This facility is currently in a permit category for 25-50 tons of hazardous waste in a year. The facility will be <br /> moved to a higher permit category (50-250 tons/year) based on the hazardous waste generated in 2014.
