Bead blast waste is being taken back by the manufacturer during routine bead blaster
maintenance without first determining hazardous properties. No hazardous waste determination has
been made for the wastes generated in the laboratory, including COD waste, HPLC waste, IC waste, and
the overflow/spillage from the chemicals stored in the hood. Any person who generates a waste shall
determine if the waste is a hazardous waste. Immediately stop disposal of these wastes as non-
hazardous, make a hazardous waste determination for the bead blast waste and lab wastes, and
manage them according the Title 22 hazardous waste regulations. Metal particles 100 microns or smaller
must be handled as hazardous waste if the metal is determined to be a hazardous waste. Submit a
statement and supporting documentation explaining how this waste was managed by August 16, 2014.
REPEAT VIOLATION
119. According to Mr. Mooring, hazardous waste aerosol cans and hazardous waste metals have been
placed in the oily absorbent and debris hazardous waste drums. These drums have been disposed of as
oily solids on the uniform hazardous waste manifests. A generator who transports, or offers for
transportation, hazardous waste, shall prepare a manifest in accordance with Title 22 regulations,
including the correct DOT description and the correct waste codes. Immediately make all necessary
corrections and notifications with DTSC to ensure that all wastes are properly identified under the correct
descriptions and waste codes. Submit a copy of the notification made to DTSC to the EHD by August 16
ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
THIS FACILITY IS SUBJECT TO REINSPE NAT ANY TIME AT EHD'S CURRENT HOURLY RATE
Inspector eceived B: I Tide:
EHD 22-02 Rev 04/ /12 Page 4 FRN INSPECTION REPORT
