�.. ..i <br /> WORK PLAN <br /> Determination of the Extent of Contamination from Used Sand <br /> From Sandblasting Boat Bottoms <br /> 1.0 Introduction <br /> Tom Newhall Boat Repair(TNBR) is situated at Paradise Point Marina, 8090 Rio Blanco <br /> Road, Stockton, CA. Boat repair services have been provided at this location for <br /> ` approximately twenty-five years, the last three of which under management by Mr. Tom <br /> Newhall. Services currently provided include hull repair (wood and fiberglass), painting, <br /> sandblasting and re-coating bottoms. <br /> The San Joaquin County Environmental Health Department inspected the site on October <br /> r 7, 2003, and secured a sample of used sand from the sandblasting operation. This sample <br /> was analyzed for metals per EPA #6010B. The sample was found to be hazardous for <br /> copper, and TNBR was directed to immediately cease disposing of used sandblast sand to <br /> the ground, and to cleanup stockpiled used sand under direction from the Department of <br /> �- Toxic Substance Control. This Work Plan outlines plans and procedures proposed to <br /> accomplish the required cleanup and to prevent environmental damage from these <br /> operations at the TNBR facility. <br /> ` 2.0 Site Description <br /> The subject site is north of Stockton, west of Interstate 5, at Bishop Tract, as shown in <br /> Figure 1. Paradise Point Marina and TNBR are on Disappointment Slough on the <br /> California Delta. TNBR site is divided by Rio Blanco Road. The portion south of Rio <br /> Blanco Road is paved and generally slopes down to the water. The portion north of Rio <br /> Blanco Road includes a building, a parking area, concrete slab and graveled area, as <br /> shown in Figure 2. The sandblasting area has been relocated to the north side, on the <br /> concrete slab. <br /> L <br /> 2.1 Hydrogeological Conditions <br /> Groundwater is present at just a few feet below ground surface (bgs), which slopes to <br /> surface water level around the south part of the site.
