Rio Blanco Road <br /> Stockton, California 95219 <br /> VOLUNTARY CLEANUP AGREEMENT- TOM NEWHALL BOAT REPAIR, STOCKTON, <br /> CALIFORNIA <br /> Dear Mr. Newhall: <br /> The Department of Toxic Substances Control (DTSC) has enclosed for your review a copy of <br /> the Voluntary Cleanup Program fact sheet and Voluntary Cleanup Program Application <br /> (Application) which are available electronically on DTSC's website at <br /> http://www.dtsc.ca.gov/database/Publications/prog_forms_and_pubs.efm?prog=site_mit. A <br /> Voluntary Cleanup Agreement (VCA) will need to be entered into in order for DTSC to review <br /> data for cleanup activities conducted on a section of the 8090 N. Rio Blanco Road site. This <br /> review will evaluate if the existing concentrations of constituents of concern following the <br /> removal activities are protective of human health and the environment and surface water and <br /> groundwater quality. To date, DTSC has provided Mr. Guy Roy of Environeering, Incorporated <br /> with informal guidance on collecting and evaluating the necessary information required to <br /> complete a Preliminary Endangerment Assessment (PEA) equivalent report. In order for DTSC <br /> to conduct a review of the PEA report that will be prepared for the site, please complete the <br /> enclosed Application and return it to me at the address above. I will then draft a VCA based <br /> upon information in the Application for your review and signature. The VCA will identify the <br /> scope of the project, the schedule for activities, and provide an estimated cost for completion of <br /> the activities outlined in the VCA.
