..r <br /> EXHIBIT C <br /> SCOPE OF WORK <br /> TASK 1. Preliminary Endangerment Assessment (PEA) Report. Proponent shall <br /> prepare a PEA Equivalent Report for review. DTSC shall review the PEA Equivalent <br /> Report submitted by Proponent to determine if soil removal activities conducted without the <br /> Department of Toxic Substances Control (DTSC) oversight are protective of human health <br /> and beneficial uses of surface water and groundwater. The PEA Equivalent Report shall <br /> be reviewed for conformance with DTSC standards for quality assurance/quality control, <br /> site investigations, and site remediation. Subsequent to its review, DTSC will either issue <br /> comments to Proponent describing deficiencies of the remediation or make a determination <br /> that No Further Action is required at the Site. <br />
