The Union Pacific Premium Operations <br /> Group utilizes the services of numerous independent contractors to perform various operations <br /> at it's Intermodal facilities. The Lathrop facility is no exception. At the time of the inspection, <br /> Sid's Mobile Repair performed trailer and tire repair, chassis repair and container repair; RTS <br /> repaired and operated the drayage tractors in the yard, TSI maintained and operated the lifting <br /> equipment such as straddle cranes, container lifters and chassis stackers; and RailLink handled <br /> railcar issues, assembled outgoing trains and disassembled incoming trains. <br /> After a long-running policy discussion about the contractual requirements of each contractor <br /> providing environmental training for it's personnel, it was decided by Union Pacific Railroad to <br /> provide the standard package of Union Pacific environmental training. At the time the training <br /> was given, (January 17, 2013), Sid's Mobile Repair had terminated their contract with the Union <br /> Pacific Premium Operations Group, and those functions were being performed by Pro Trailer <br /> Repair. <br /> Specific training modules EV-03; Spill Prevention Control and Countermeasures (based on the <br /> Lathrop SPCC Plan as revised in January of 2013, EV-25 Hazardous Waste Training for <br /> Handlers, and HZCHE Identification, Handling and Disposal of Hazardous Wastes in <br /> Accordance with California Law.
