Roth Rd, French Camp Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> 107. Failed to retain waste analysis on site for 3 years. In last year's inspection report, facility failed to <br /> determine if metal fines from bench grinders were a hazardous waste. Samples were taken and the <br /> TTLC result for one of the metals was above regulatory limits. Operator stated that metal fines are <br /> disposed with waste absorbents. Data/ lab reports were unavailable for review. Please submit copies of <br /> the lab analysis for the metal grinds. <br /> 404, 605. Failed to keep containers of hazardous waste closed except when adding or removing <br /> hazardous waste. One 30 gallon white metal drum filled with approximately three inches of waste <br /> petroleum located south east of the property by the trailer straightener maintenance area lacks a lid and <br /> hazardous waste labeling. All hazardous waste containers shall be closed at all times except when <br /> adding or removing waste. All hazardous waste containers shall be marked with the following <br /> information: <br /> 1. the words "Hazardous Waste", 2. name and address of generator, 3. hazardous properties <br /> 4. physical state, 5. composition (contents), 6. accumulation start date <br /> Immediately close these containers and ensure all hazardous waste containers are closed when not <br /> adding or removing waste and label these containers and ensure that all hazardous waste containers <br /> are marked with all the required information. Consolidate the waste petroleum with the facility's main <br /> used oil tank. <br /> 610. Failed to store used oil filters in closed, rainproof container that is labeled "drained used oil filters" <br /> and marked with accumulation start date. One 55 gallon metal black drum 1/3 fill of used oil filters <br /> located adjacent to the 30 gallon white metal drum of waste petroleum lacks an accumulation start date. <br /> Used oil filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," and <br /> marked with an accumulation start date. Immediately consolidate the drained used oil filters together <br /> with the main accumulation drained used filters storage area and ensure that all used oil filters are <br /> managed in this way. <br /> 305. Failed to maintain all communication/ alarm systems, spill control or decontamination equipment. A <br /> large yellow metal spill pallet used for spill containment for the 30 gallon metal drum of waste petroleum <br /> and 55 gallon metal drum of drained used oil filters is storing waste petroleum. Spill pallets are used to <br /> catch any unintentional release of hazardous substances but not to store hazardous substances.
