13 <br />(iv) Tests. The generic type for a self - <br />reactive material must be determined <br />using the testing protocol from Figure <br />14.2 (Flow Chart for Assigning Self -Re- <br />active Substances to Division 4.1) from <br />the UN Recommendations on the <br />Transport of Dangerous Goods, Tests <br />and Criteria. <br />(3) Readily combustible solids are <br />materials that— <br />(I) Are solids which may cause a fire <br />through friction, such as matches; <br />(ii) Show a burning rate faster than <br />2.2 mm (0.087 inches) per second when <br />tested in accordance with UN Manual <br />of Tests and Criteria; or <br />(III) Any metal powders that can be <br />ignited and react over the whole length <br />of a sample in 10 minutes or less, when <br />tested in accordance with UN Manual <br />of Tests and Criteria. <br />(b) Division 4.2 (Spontaneously Combus- <br />tible Material). For the purposes of this <br />subchapter, spontaneously combustible <br />material (Division 4.2) means— <br />(1) A pyrophoric material. A <br />pyrophoric material is a liquid or solid <br />that, even in small quantities and <br />without an external ignition source, <br />can ignite within five (5) minutes after <br />coming in contact with air when tested <br />according to UN Manual of Tests and <br />Criteria. <br />(2) A self -heating material. A self - <br />heating material is a material that, <br />when in contact with air and without <br />an energy supply, is liable to self -heat. <br />A material of this type which exhibits <br />spontaneous ignition or if the tempera- <br />ture of the sample exceeds 200 'C (392 <br />*F) during the 24-hour test period when <br />tested in accordance with UN Manual <br />of Tests and Criteria, is classed as a Di- <br />vision 4.2 material. <br />(c) Division 4.3 (Dangerous when wet <br />material). When the §172.101 <br />table provides more than one packing <br />group for a hazardous material, the <br />packing group shall be determined on <br />the basis of test results following test <br />methods given in the UN Manual of <br />Tests and Criteria and by applying the <br />appropriate criteria given in this sec- <br />tion. <br />(b) Packing group criteria for readily <br />combustible materials of Division 4.1 <br />are as follows: <br />(1) Powdered, granular or pasty ma- <br />terials must be classified in Division <br />4.1 when the time of burning of one or <br />more of the test runs, in accordance <br />with the UN Manual of Tests and Cri- <br />teria, is less than 45 seconds or the rate <br />of burning is more than 2.2 mm/s. Pow- <br />ders of metals or metal alloys must be <br />classified in Division 4,1 when they can <br />be ignited and the reaction spreads <br />over the whole length of the sample in <br />10 minutes or less. <br />(2) Packing group criteria for readily <br />combustible materials of Division 4.1 <br />are assigned as follows: <br />(I) For readily combustible solids <br />(other than metal powders), Packing <br />Group 11 if the burning time is less <br />than 45 seconds and the flame passes <br />the wetted zone. Packing Group 11 <br />must be assigned to powders of metal <br />or metal alloys if the zone of reaction <br />spreads over the whole length of the <br />sample in 5 minutes or less. <br />(if) For readily combustible solids <br />(other than metal powders), Packing <br />Group III must be assigned if the burn- <br />ing rate time is less than 45 seconds <br />and the wetted zone stops the flame <br />propagation for at least 4 minutes. <br />Packing Group III must be assigned to <br />UVA <br />
