RECOMMENDATIONS, CLEANUP and FINAL DISPOSITION):
Date
Time and Comments
Staff
Name
9-15-08
12:30pm Received phone call from EFID office. Janet Murabito UPRR reporting A container
MDH
in the yard is leaking an unknown substance. (C) states container is holding a variety of
commodities and that the container holds less than 100 lbs of hazardous materials. (C)
states the container is isolated and a HazMat person is enroute to investigate the release.
(C) states they are erring on the side of caution as substance is clear and odorless.
I contacted UPPR at 888-877-7267. 1 spoke with Mike who gave me the some information.
He stated Hazmat person is Ben Salo and he is on his way to the spill. I asked for his phone
number and he connected me to Ben. I asked Ben about the situation -he explained he
has not been out there but UPRR police officer Jennifer Johnson has. He gave me her
number. I contacted Officer Johnson, She stated she had been at the facility and that the
container was not physically dripping, no waste had been released to the ground. I asked
how she knew there was something leaking. She said as they were off loading the
container they noticed a dampo spot under the container. The container was placed on a
"holding/transport" brace(which allows you to see under the container). I asked if she had
an idea what might be leaking, she said it was a mixed load and that all hazardous
materials on the train were under 100 lbs. According to her, under 1 00lbs and the
transporter does not have to itemize for DOT(?!?!?!?) She said according to her report it
could, possibly be Hydrolic Acid and Petrolleurn Distillate (Bic Lighters). I told Officer Johnson
I would be responding to the scene. She said she would nmeet me out there.
2:00pm I arrived on -scene. Spoke with Officer Johnson -she will be arriving in about 20
minutes.
2:20pm Officer Johnson arrived on scene. She stated Morgan Environmental is on there
way to access situation. They should be arriving shortly. At this time I asked again if Offficer
Johnson knew what it could be. She showed me a handwritten "internal report" which
listed the name Tetrafluorethane Hydrochloric Acid.
3:00pm Morgan Environmental arrived on scene. We drove to area where container was
staged. The container had an obvious leak, there was liquid dripping from the North end of
the container, running down the concrete into the drain for the oil/water separator.
Morgan Environmental Placed absorbent on the areas to stop it from flowing into the drain.
At this time we were waiting for more employees to arrive from Morgan Environmental -They
are planning to enter the container and offload everything to find out what is leaking. At
this time I left and told Officer Johnson our after hours ER person would be responding. She
said Ok and stated that the environmental contact, Ben Salo, was also on his way.
4:15pm-Briefed RvF to take over _T
tA e,
trip XYL 54tU, kAr,) N_M" kd Of
-o" `'Lo, 4a1j4ke/__, bN 3v -.*ftp 04
P
6,(
tw, 4
4
Patt&tl
J(Uh nitre,of"'k- &W` -
Witt A& 4AA AISW(401r'
TtAjL VUL 4 6" 414., OK41" 604t+jAe'S -, $r.
