Weber Avenue
Stockton, CA 95202
Ref: Certification of Return to Compliance
Attention: Kasey Foley and Lori Luces EHD-REHS
Dear Inspectors:
The attached is the return to compliance form for the notice due on August 1, 2006. There are four
outstanding items on the Table of Required corrections within the SPCC plan as noted on the attached
copy of Table of Required Corrections, taken from the Plan along with the certification engineer's cover
letter explaining his intent in certification of the plan. Along with these documents is a copy of the three-
part SPCC plan Certification form, absent the signature of the Certified Engineer.
Condition to be completed before certification of the plan includes:
1. Containment for the Hazardous waste Accumulation site. Maximum Drum capacity space
size has been determined and we need your input on the containment areas volume capacity. We will
use 100% of the capacity size of the largest storage container in the area plus 10% of the remaining
containers in the area adding to it the displacement volume of the containers setting in the containment
area. Since the containment area is roofed and the drip side of the roof ground line will be sloped away
form the containment area we plan not to use a rainfall factor in the volume numbers. If you have any
other criteria to consider in determining the capacity of the containment we would like to know. From
our resources were advised to confirm this information with the local CUPA office before proceeding
with the construction of the area. This project looks to be 60 days out from completion.
2. Provide a hose cam-lock fitting to the Hazardous waste holding tank.Task is DONE.
3. Providing crash posts to the outer comers of the secondary containment area where the
Hazardous waste holding tank is will be complete in 30 days.
4. Training and implementing the plan to all mentioned parties will be complete within 15 days.
Any questions on the steps taken and the remaining outstanding schedules can be directed to my
office at 209 368-8881 ext.241.
