(Preparedness)(CCR) 66265.34 <br /> Whenever hazardous waste is being poured, mixed, spread, or other wised <br /> handled, all personnel involved in the operation shall have immediate <br /> access to an internal alarm or emergency communication device ... to <br /> connect with another employee. <br /> CALL BOXES, ALONG WITH THE POSTING OF THE EMERGENCY <br /> COORDINATORS CONTACT NUMBERS ARE INSTALLED AT THE <br /> THREE MAJOR SATELLITE COLLECTION SITES. THE PHONES <br /> WOULD BE USED TO MAKE CONTACT WITH THE ON SHIFT <br /> SPILL RESPONSE EMERGENCY COORINATOR WHEN HELP IS <br /> NEEDED. HAZARDOUS WASTE HANDLERS HAVE ACCESS TO <br /> THE PHONES ALSO, TO TAKE WITH THEM DURING THE <br /> TRANSFER OF DRUMS FROM THE COLLECTION SITES TO THE <br /> HAZARDOUS WASTE ACCUMULATION AREA. <br /> 88. (Satellite accumulation areas)(CCR) 66162.34(e)(1) <br /> A generator may accumulate as much as 55 gallons of hazardous waste at <br /> or near any point of generation with out a permit. <br /> The accumulation of the Plasma dust from the Torit Downflow collector <br /> and the collection of bag house filter dust at the Wheelabrator unit each <br /> have two 55 gallon drums collecting the same material at one collection <br /> site. <br /> ONE OF THE SATELLITE COLLECTION DRUMS AT EACH OF THE <br /> TWO LOCATIONS WAS REMOVED. THE REMAINING 55 <br /> GALLON CONTAINERS ARE EQUIPED WITH A WHEEL CART <br /> FOR THE OPERATOR TO MOVE THE SINGLE DRUM TO EACH OF <br /> THE TWO DROP POINTS ON THE DUST COLLECTORS. <br /> PROCEDURE STEPS TO FOLLOW WERE POSTED AT THE FILTER <br /> UNITS. <br /> 91. (Empty Drums containing hazardous materials)(( (R) 66261.70 <br /> A container large than 5 gallons in capacity which is managed pursuant to <br /> subsection (e) of this section shall be marked with the date it has been <br /> emptied and shall be managed within one year of being emptied. <br /> Two empty drums in the back of the facility were not labeled as "empty" <br /> and the date that they were emptied was not marked on the label. <br /> 1 <br />
