Submit copy of the certification by <br /> 4/1/04. <br /> 69. Failed to keep daily inspections. Daily inspection records when the holding tank <br /> contains hazardous waste were not available. When the holding tank has <br /> contents being analyzed for hazardous property, daily inspections must be <br /> conducted and documented. Implement this practice immediately. <br /> 89. Spill Prevention Control and Countermeasure (SPCC)Plan on site for <br /> aboveground petroleum storage tanks. Facilities storing petroleum in above <br /> ground containers with a cumulative storage capacity of greater than 1320 <br /> gallons are subject to the Aboveground Petroleum Storage Act,which require <br /> that facilities prepare and implement a federal SPCC plan. This plan was not <br /> available at the time of the inspection. This facility will be referred to the State <br /> Water Resources Control Board. <br /> For the above-mentioned violations, the facility must submit the certification of <br /> return to compliance to EHD by 4/1/04. <br /> Class II Violations <br /> Many of the following violations are repeat violations discovered from previous <br /> inspections. <br /> 10. Failed to determine if a waste is hazardous waste. Floor sweep around the laser <br /> cutter is being disposed as solid waste. Two overfilled drums of burned paint ash <br /> accumulate without any form of secondary containment. Metal grindings from <br /> the machine shop are being transported off site for recycling. These three waste <br /> streams were sampled and sent out for hazardous waste analysis by <br /> Environmental Health Department (EHD). The STLC results were not available <br /> for the wheelabrator waste. Analyze this waste stream and the"caked"metals in <br /> the dumpster in the south yard for hazardous waste characteristics and submit <br /> results to this office. Until the results from the analysis show these waste are <br /> non-hazardous,handle them in accordance with Title 22, Hazardous Waste <br /> regulations. <br /> 12. Facility not maintained to minimize the release of a hazardous waste. Plasma fine <br /> waste was observed on the ground in the area it was being generated. Cutting <br /> fluid was also observed streaming out towards a storm drain in the south side of <br /> the property(from the recycling bins) and outside the storage tent on the west side <br /> of the property.
