CASE SUMMARY <br /> On November 14, 1997, San Joaquin County Public Health Services - <br /> Environmental Health Division (PHS-EHD), conducted a routine <br /> hazardous waste inspection. Several violations of the California Health <br /> and Safety Code and the California Code of Regulations, Title 22, were <br /> observed. These violations were noted on a Summary of Violations, and <br /> a Notice to Comply issued to Valley Industries by PHS-EHD to the <br /> attention of Fred Baumbach. The violations included disposal of a <br /> hazardous waste to an unauthorized point, hazardous waste stored on <br /> site longer than the permitted time, containers of hazardous waste were <br /> not labeled correctly and not kept closed, and no personnel training plan <br /> or contingency plan was available for inspection. <br /> II.
