SIAIE (r CAI i-RNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Gomm,
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
NORTHERN CALIFORNIA SECTION
4230 POWER INN ROAD
SACRAMENTO, CA 95626
(916) ]39-3145 August 12 , 1988
Fred Baumbach
Valley Industries
1313 South Stockton Street
Lodi, CA 95240
Dear Mr. Baumbach:
This is to acknowledge receipt of the soil sampling plan prepared
by Aqua Terra Technologies on behalf of Valley Industries.
Although this plan represents some improvement over the previous
submittal , we are disappointed that it fails to include
information generic to all sampling plans. We are also concerned
that three surface and three subsurface (core) samples are not
adequate to characterize the vertical and horizontal extent of
contamination. With these concerns in mind, we would like to see
a more comprehensive, detailed plan developed.
A possible alternative to assess the extent of contamination
would be to establish a grid pattern and take samples at randomly
selected points of intersection. A minimum of nine sampling
locations should be identified. Discrete surface (0-611) and core
(6"-12" and 1211-1811) samples should be taken at each location.
In addition, three background sampling locations shall be
identified.
Information regarding a selected sampling strategy shall be
detailed in a revised soil sampling plan. The following
information shall also be included in the revised soil sampling
plan:
1. A sample map depicting the sampling locations for all
samples, including background samples.
2 . A written description of how surface and core samples
will be obtained.
3 . A sample analysis strategy. As an example, you may
wish to analyze all samples in the 0-611 , 611-1211 depth
ranges and only analyze 1211-1811 samples at locations
where 611-1211 sample results exceed background levels.
This revised soil sampling plan shall be submitted no later than
September 15, 1988 .
