Unable to determine if the sump sensors were located to detect a leak at the earliest opportunity. <br />Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. <br />Immediately contact EHD to schedule an inspection to verify the sensors are to the lowest point of the <br />sump. <br />305. Unable to determine if the sensors activate an audible and visual alarm or stops the flow of product <br />when tested to ensure continuous monitoring of the tank system. All monitoring equipment shall be <br />maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it <br />detects a leak. Immediately have a properly licensed, trained, and certified contractor to verify the <br />sensors are capable of detecting a leak and activating an audible and visual alarm or stops the flow of <br />product under EHD inspection. <br />311. Unable to determine if the line leak detectors are capable of detecting a leak. All line leak detectors <br />shall be capable of detecting a 3 -gallon per hour leak at 10 psi. Immediately have a properly licensed, <br />trained, and certified contractor to verify the leak detectors are capable of detecting a a 3 -gallon per hour <br />leak at 10 psi under EHD inspection. <br />314. Unable to determine if the ATG, enunciator, and exterior light used as the overfill prevention system <br />is currently functional on the USTs. Each UST shall be equiped with an overfill prevention system. <br />Immediately have a properly licensed, trained, and certified contractor to verify the functionality of the <br />existing overfill prevention system under EHD inspection. <br />315. Monitoring, remote or on-site, is not provided due to illegal abandonment of the UST system. <br />Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. <br />Immediately begin monitoring of the UST system and contact EHD to schedule an inspection for <br />verification. <br />NOTES <br />Conducted routine inspection from outside the facility building on public grounds. Property/Tank owner <br />remains the same as referenced in this report. Facility has posted a sign fisting ERS Global Realty <br />Services and Greg Somerville at 209-649-9080, and 209-474-9000 as the contact for more information. <br />Facility remains closed, the dispensers tied down, and the exterior emergency shutoff switch pressed <br />on. Audible alarm could be heard from outside the building, but since no access is available into the <br />building, it cannot be confirmed if the alarm is related to the monitoring system.
