0 0 <br /> 3.0 UNDERGROUND STORAGE TANK CLOSURE PROGRAM <br /> • The underground storage tank closure program involved a five step process including: (1) Tank Closure <br /> Permitting, (2) Tank System Removal and Disposal, (3) Soil Sampling, (4) Laboratory Analysis, and (5) <br /> Backfilling and Resurfacing the Excavation. Each element is described in the following sections. <br /> 3.1 TANK CLOSURE PERMITTING <br /> On November 8, 1997, Wayne Perry,Inc.'s subcontractor H.B. Covey submitted an Underground Storage <br /> Tank closure Permit to the City of Stockton Fire Prevention Division and was issued permit#97-329. On <br /> December 17, 1997,H.B. Covey also submitted an application for tank closure to the San Joaquin County <br /> Public Health Services-Environmental Health Division notifying the county of an underground storage tank <br /> removal and closure program. Copies of the permits are included in Appendix A. <br /> 3.2 TANK SYSTEM REMOVAL AND DISPOSAL <br /> On December 15 through 19, 1997, H. B. Covey utilized a Case (Model 680L) backhoe to remove the <br /> concrete surface cover and exposed the top of the underground storage tanks and piping. During excavation, <br /> the soil removed from the excavation(and temporarily stockpiled near the excavation)was monitored using <br /> a photoionization detector. <br /> On December 18, 1997, Oil Conservation Services of Fresno,California,under subcontract to Wayne Perry, <br /> Inc.and H.B.Covey,rinsed and purged the underground diesel fuel tank in accordance with applicable State <br /> and local regulations. The tank did not require certification for removal by a marine chemist. The tanks <br /> were transported to Foothill Sanitary Landfill in Lindon, California for disposal. A copy of the rinse/purge <br /> documentation and transportation manifest are presented in Appendix B. <br /> On December 19, 1997, prior to removal of the tank, a representative from the City of Stockton Fire <br /> Department-Fire Prevention Division issued approval to remove the tanks using a crane. The tanks were <br /> partially destroyed on-site,then loaded onto a transport trailers,properly secured,and transported to Foothill <br /> Sanitary Landfill. The certificate of tank destruction is included in Appendix C. <br /> Concurrent with the tank removal program, H.B. Covey removed the product dispenser island, product <br /> piping,and vent piping from the site. The dispenser island was positioned approximately 10 feet to the south <br /> of the former underground storage tanks.
