D. Alternate construction for new underground storage tanks containing motor vehicles fuel [Section 26331. (1) Monitoring and response plan [Section 26341. (2) Underground storage tank composed of.... (a) Fiberglass reinforced plastic. _ (b) Cathodically protected steel. _ (c) Steel clad with fiberglass reinforced plastic. _ (d) other material that complies with section 2631 and 2632. (3) Floor of leak interception and detection system constructed on a firm base and sloped to a collection sump (use of membrane liners comply with section 2631 (d) (6) requirements.) _ (4) Access casings installed in the collection sump of the secondary containment system with backfill in the interstitial space. The access casing shall meet all of the following: _ Designed and installed to allow the liquid to flow into the casing. _ Sized to allow removal of collected liquid and able to withstand all anticipated applied stresses. _ Constructed of material that will not be structurally weakened. _ Screened along entire vertical zone of permeable material. Capable of preventing leakage of any hazardous substance from the casing. _ Extend to the ground surface and covered with a locked waterproof cap. Capable of meeting S.J. Co. PHS-EHD Well Standards. _ Leak interception and detection system shall prevent the leaked hazardous substance from entering ground water. 14. INTERSTITIAL SPACE MONITORING A. Visual monitoring [Section 2632 (c) (1)] (a) Exterior surface and floor beneath tank monitored by direct viewing _ (b) Daily visual inspections _ (c) Liquid Level in tank to be recorded at time of inspection _ (d) If liquid observed around or beneath primary tank, owner will determine if an unauthorized release has occurred. B. Mechanical or electronic monitoring [Section 2632 (c) (2)) (a) Continuous monitoring system connected to an audible and visual alarm system.
