The <br /> results of the sample analysis were unacceptable to the San Joaquin <br /> County Environmental Health Department, because of the high <br /> detection limits that were used by your firm. Consequently, new <br /> samples had to be taken using proper detection limits . <br /> Mr. Doug Wilson, supervisor of the Underground Storage Tank Program <br /> in San Joaquin County, stated that he instructed you on the proper <br /> permitting and sampling protocol of the county. He also stated his <br /> concern for your lack of cooperation and disregard for the permit <br /> and sampling criteria . He claimed to have directed you to obtain <br /> a permit from Eleanor Ratliff, schedule the drilling date with the <br /> county, and call for an inspector to view the sampling process. He <br /> went on to say that you disregarded his recommendations entirely <br /> and proceeded on your own authority to drill and obtain samples <br /> at the facility. Consequently, all of the drilling, sampling, <br /> results, and all reports are, for all practical purposes, <br /> worthless. <br /> The matter at hand has escalated to a state of urgency. Matheson <br /> Trucking is demanding that the sight be signed off by the county, <br /> because of the property is being sold.. Unfortunately, the <br /> mismanagement of Roger Foott Associates and your personal <br /> reluctance to adhere to San Joaquin County' s sampling criteria, the <br /> site is technically in the same stage of closure it was in when the <br /> underground tanks were removed in June of 1990 . <br /> P.O.
