0
INTRODUCTION
0
This report summarizes the field and sampling activities
recently performed at Ernie's Deli and Gas located at 4407
Waterloo, Stockton, California (Figure 1) during the removal
of the Underground Storage Tanks (USTs) and associated
piping. UST removal and excavation activities were performed
by Henderson Construction of Stockton, California.
Transportation and disposal of USTs, piping and any liquids
was performed by Ecology Control Industries, Inca (ECI)
located in Richmond, California. A Touchstone Developments'
(Touchstone) representative was present on-site to observe
the UST removal, and obtain soil samples from the tank
excavation, piping trenches and soil stockpiles. The soil
sampling activities described in this report were performed
January 5, 1999 to comply with the current Regional Water
Quality Control Board (RWQCB) and San Joaquin County
Guidelines.
SITE DESCRIPTION
The site is located east of Highway 99 on Waterloo and has
been occupied by Ernie's Deli and. Gas, the USTs and
associated piping have been replaced and upgraded to meet
compliance. The former UST complex was located east of the
dispenser islands as shown in Figure 1, and consisted of two
10,000 gallon and one 12,000 gallon single wall steel tanks
containing gasoline products. The site has open space to the
north and is surrounded on the remaining three sides by
other commercial properties.
FIELD EXCAVATION ACTIVITIES
The three USTs were removed on January 5, 1999, and the
associated piping was removed prior to Touchstone's arrival.
Tank removal and compliance sampling was directed by and
witnessed by Letitia Briggs, an inspector and representative
with San Joaquin County Public Health Services,
Environmental Health Division (SJCPHS,EHD), also present
during a portion of the removals was Mike Infurna with
SJCPHS,EHD. No holes were observed in the USTs.
Groundwater was not encountered in the UST excavation.
SOIL SAMPLING
An excavator bucket was used to collect a sample from each
location. The samples were collected by removing the top
3" to 6" of soil in the bucket, then pushing a brass tube
into the soil until completely filled. Soil samples were
collected in clean three -inch -long brass tubes (2" in dia-
Page 1
