WATERLOO ROAD, STOCKTON ISSUANCE DATE: 12/17/1998 EQUIPMENT DESCRIPTION MODIFY GDF: ONE 15,000 GALLON AND ONE 5,000 GALLON UNDERGROUND STORAGE TANKS SERVED BY A TWO-POINT PHASE I VRS(G-70-97-A), AND 10 FUELING POINTS WITH 10 GASOLINE DISPENSING NOZZELS SERVED BY A GILBARCO VAPORVAC PHASE II VRS (G -70 -150 -AD). CONDITIONS 1. The vapor recovery systems and their components shall be installed operated, and maintained in accordance with the State certification requirements. [District Rules 421 and 4622] 2. Thepermittee shall perform and pass a Dynamic Back Pressure Test using BAAQMD Method ST -27 within 60 days after initial start-up and at least once every five years thereafter. [District Rule 4622] 3. The Permittee shall perform and pass a Static Leak Test using BAAOMD Method ST -30 within 60 days after initial start-up and at least once every year thereafter. [District Rule 46221 4. Thepermittee shall perform and pass an Air-co-Ligyid Ratio Test using CARB procedure TP -201.5 within 60 days after mitral start-up and at least once every 1 Z months thereafter. [District Rule 46221 5. The District shall be notified by the permittee 15 days prior to each test. The test results shall be submitted to the District no later than 30 days after each test. [District Rulc 1081] This is NOT a PERMIT TO OPERATE. Approval or denial of a PERMIT TO OPERATE will be made after an inspection to verify that the equipment has been constructed in accordance with the approved plans, spaaficatiuns and conditions of this Authority to Construct, and to determine if the equipment can be operated in compliance with all Rules and Regulations of the Sart Joaquin Valley Unified Air Pollution Control District. YOU MUST NOTIFY THE DISTRICT COMPLIANCE DIVISION AT (209) 545-7000 WHEN CONSTRUCTION OF THE EQUIPMENT IS COMPLETED. Unless constructinn hxt commenced pursuant to Rule 2050, this Authority to Construct shall expire and application shall be cancelled two years from the date of issuance.
