The approximate location of the underground storage
tank piping is missing from the site plan. A site plan must be submitted identifying the locations where monitoring
will be performed. Immediately log into the California Environmental Reporting System (CERS) at
http://cers.ralepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan.
This was corrected on site.
This is a minor violation.
307
CCR 2631(g), 2632(c) Monitoring system of the interstitial space of a double walled system not maintained.
The 91-diesel split-tank annular sensor activated an audible and visual alarm when tested, however the service
technician was unable to place the annular sensor back into its proper position due to the string attached to the
sensor braking, therefore, the 91-diesel split tank is not monitored. The interstitial space shall be monitored with a
monitoring system connected to an audible and visual alarm system. Immediately contact a property licensed,
trained, and certified contractor to replace the failed component with a functional component (LG 113-x listed, if
applicable) under permit and inspection of the EHD within one business day.
This is a Class II violation.
309
CCR 2636(f)(1) Monitoring in sump / UDC failed to activate an audible and visual alarm or stop the flow product.
A float and chain in under dispenser containment (UDC) 7/8 and the float and chain in UDC Diesel #2 failed to stop
the flow of product at the dispenser when tested. The service technician removed the dirt around the float and
chains, re-tested the float and chains, and both passed. All monitoring equipment shall be maintained to activate an
audible and visual alarm or stop the flow of product at the dispenser when it detects a leak.
This was corrected on site.
This is a minor violation.
318
CCR 2636(f)(2) Leak detector failed to detect a 3.0 gph leak at 10 psi.
The 91 line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a
3-gallon per hour leak at 10 psi. The leak detector was replaced and retested during the inspection. A "UST
Retrofit Verification with Inspector Already Onsite" form has been completed and provided to the operator and
contractor.
This was corrected on site.
This is a minor violation.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by 2/22/2018.
FA0002347 PRO231761 SC001 01/22/2018
EHD 23-01 Rev. 09f22116 Page 4 of 5 Underground Storage Tank Program OIR
