Health and Safety Plan <br /> Underground Tank Program <br /> Tank Removal or <br /> Over-Excavation Resample <br /> INTRODUCTION <br /> PURPOSE AND SCOPE <br /> The Health and Safety Plan, For underground rank removal/over-excavation provides for the pro=rion <br /> an <br /> o f on-site personnel d the surrounding community during sire chararerization activities. The <br /> requirements, specifications and procedures presented with the plan will apply to all personnel on-site, <br /> — . including emplovees,subcantractocs, site visitors and regulatory agency personnel._. <br /> EU7 ANALYSIS <br /> The most significant risk associated with petroleum contaminated soil is exposure m aromatic <br /> compounds. Sl-in conar will be eliminated by use of clothing, eye wear, and gloves and the inhalation <br /> hazard will be minimized using appropriate respiratory protective devices as determined by on-site air <br /> monitoring. The Safety Coordinator/Project Nlanager will establish an exclusion zone encompassing a 50- <br /> foot radius from the work area. Access Within this zone will be limited to required personnel. Total <br /> organic vapors will be monitored within the exclusion zone using a photoionization detector (PID) <br /> calibrated for benzene, the most toxic of the aromatic hydrocarbons. Current enforceable and <br /> recommended exposure limitations For potential site contaminants are presented in Table 1. <br /> PERSONAL PROTECTIVE EQUIPMENT <br /> minimum of li.S. EPA level D protection will be required within the exclusion zone for any workers <br /> engaged in sample collection or other activities on this site. Level D protection will include: <br /> • Disposable Tyvek coverall (when in contact with contaminated material; <br /> • Boots with steel toe <br /> • Splash goggles or safety glasses <br /> • Chemical resistant disposal gloves (when in contact with contaminated materiaPj <br /> Level C protection will be required if PID readings exceeding 10 ppm over background <br /> concenrration are recorded in the workers' breathing zone. Level C protection will consist of: <br /> • Disposable Tyvek coverall <br /> • Boots with steel roe <br /> • Chemical resistanr boor covers <br /> • Chemical resistant disposal gloves (inner) <br /> • Chemical resistant ourer gloves <br /> • ivCKk/NIOSH approved half-mask air-purifying respirator with dual organic vapor carmdges <br /> PID readings exceeding 250 ppm in the workers' breathing zone will require work stoppage and <br /> site evacuation. An explosion-proof fan may be used to vent the work area. <br /> DEC0NTAirIINATI0N <br /> During all held operations, care will be taken to minimize contact wirl: soils and ground water. Drilling <br /> spoils and developmental water will be stored on-site for proper treatment or disposal. This will minimize <br /> contact and dispersion oFpotentially contaminated materials. <br />
