Review of: Phase I -Environmental Site Assessment <br /> Preformed by: All Environmental, Inc. <br /> For: Mr. Joe Rokoszewski <br /> Dated: October 10, 1994 <br /> Location: 2417 West Lane, Stockton, CA <br /> Although this report is more than eight (8) years old it appears that very little has changed on <br /> the site since that time relative to buildings and Property uses. Notable information that this <br /> report is missing are: <br /> • No information is present from County Assessor files. These files often contain important <br /> information including, but not limited to, ownership, building permits, property usage <br /> history and location of things like underground storage tanks (USTs) and ASTs. <br /> • No historical aerials earlier than 1979 were reviewed. This may not be significant because <br /> the present owners have been present since 1957 with continuous similar uses during that <br /> period. <br /> • No closure was included for the UST that was closed in place and no testing is reported to <br /> have been done during that closure. The Owner states that he was told that no closures are <br /> given for USTs closed in place. It is GTI's experience that closures may be obtained after <br /> the San Joaquin County Environmental Health Division (SJCEHD) accepts a work plan <br /> designed for this purpose. If closure is desired a work-plan would need to be accepted by <br /> the SJCEHD for additional work that would satisfy their requirements. <br /> • No closure was present for the cleanup of the former steam cleaning holding pit. All <br /> excavated soil was removed from the Property.Again, it is the Owner's understanding that a <br /> closure is not given for this type of work. Test results are included in the report indicating <br /> that the gasoline constituents tested for were not detected. However, low levels of Total <br /> Chromium were present. The type of Chromium was not indicated and no discussion was <br /> included as to the SJCEHD's comments about this. No testing appears to have been done <br /> directly beneath the pit itself and the reason for this is not included in the Report of <br /> Cleanup. If closure is desired a work-plan would need to be accepted by the SJCEHD for <br /> additional work that would satisfy their requirements for closure. <br /> 2. Review of: Transaction Screen <br /> Performed by: Environeer'ing, Inc. <br /> For: R& L Diesel Services, Inc. <br /> Dated: February 29, 2000 <br /> Location: 2417 West Lane, Stockton, CA <br /> This report was done in February 2000- Its discussion includes: <br /> • A discussion about the new steam cleaning unit is included and a question was raised about <br /> whether this area has enough containment for the contents of the Diesel AST if it should <br /> rupture. GTI's site visit included reviewing this area. More work would have to be done to <br /> verify if this area could contain a spill or rupture but it appears that it would. <br /> • The discussion about the 600-gallon UST that was closed in place talks about a letter from <br /> SJCEHD which stated that they "found no evidence to indicate an unauthorized release of <br /> petroleum hydrocarbons". This letter was not included in the report pages provided to GTI. <br /> If a copy of this letter is needed GTI would have to do additional work to locate a copy. <br />
