r-VRON LEAK RESPONSE PLAN: Do le Wall Tanks <br /> All calls to Maintenance frrWChevron Products Company service Irions (both Company <br /> owned/operated and Company owned/leased to Operator) come into Central Maintenance <br /> Dispatch in Houston Texas via (800) 423-3528. This includes calls to report spills, leaks, <br /> dispensers damaged by cars or alarms triggered by leak detection equipment. In addition, <br /> Chevron Emergency Information Center (CEIC) personnel coordinates an emergency response <br /> system that will assemble a team of trained specialist 24 hours per day, 7 days a week by <br /> calling 800-231-0623 in Richmond California. <br /> Trained personnel operate maintenance Dispatch. Contractors, mechanics and/or equipment can be <br /> dispatched to the site by one of the Maintenance Dispatchers. This location works from a <br /> Computerized Maintenance Management system which has a matrix within it that lists the Proprietary <br /> mechanic and the contractors (by specialty) available to respond to an emergency in a specific zone. <br /> Hard copy binders of contractor/Mechanic lists are kept at these locations for backup in case the <br /> computer system is down. Upon report of product in the annular space/secondary containment, <br /> Maintenance Dispatch will do the following: <br /> Immediate inquiry will be made regarding any losses during recent inventory reconciliation. If the <br /> records are not available to the caller, the Retail ESH Specialist will be contacted to review records at <br /> the site. Dispatch will immediately contact a maintenance mechanic or contractor to: <br /> 1) Verify there is liquid in the annular space and determine if the liquid is hydrocarbon or water. <br /> a) If investigation verifies that there is product in the annular space, Dispatch will immediately make <br /> arrangements to pump the annular space dry. Pumping of product or water will only be handled by a <br /> Maintenance Mechanic or Chevron Approved contractor, product or water removed will be <br /> appropriately manifested, hauled by a licensed transporter, and disposed of at a Chevron approved site <br /> licensed to accept the material. <br /> b) The Mechanic or Contractor will attempt to determine if the product has come from the primary tank or <br /> some other source. <br /> c) If it is obvious (without doing a precision test) that the product has come from the primary tank, <br /> Dispatch will immediately arrange for a tank pump out and repair/replace activities will begin. In the <br /> case of repair, the Tank Test coordinator will handle repair arrangements and precision testing. If <br /> replacement is required, the appropriate zone Engineer will handle the project. <br /> d) If the product in the annular space is water entering the tank from the outer shell, repair/replacement <br /> activities will take place as noted in "c" above. <br /> e) If it is determined that the liquid in the annular space is water and there are no product losses from the <br /> primary tank and no indication of additional water entering the tank, the Tank Test Coordinator will <br /> arrange for a precision test of the of the annular space. Based on the results, repair/replacement <br /> activities will take place as noted in Y'. <br /> f) If the Maintenance Mechanic or Contractor is unable to determine how the liquid entered the secondary <br /> containment the Tank Test Coordinator will immediately have the appropriate precision tests <br /> conducted. <br /> g) If it is determined at any time during the process that there has been a release (defined as product <br /> leaking from the primary tank to the annular space or water entering the annular space from the back <br /> fill), a leak report will be prepared and forwarded to the Marketing Assistant-Compliance. The MA- <br /> compliance is responsible for reporting to all regulatory agencies as required. In addition, the Tank <br /> Test Coordinator will prepare and forward a Fiberglass failure report. <br /> 6 <br />
