("EKI") has prepared this letter on behalf of POSDEF Power <br /> Company, L.P. ("POSDEF") in response to meetings and telephone conversations with <br /> ' you regarding the proposed in-place closure of an underground storage tank at the <br /> POSDEF facility located at 2526 West Washington Street in Stockton, California. <br /> Specifically, this letter summarizes the investigative activities that have been performed, <br /> ' and provides background on the need to close the tank in-place, the reason that further <br /> sampling beneath the tank cannot be accomplished at the present time, and the actions <br /> proposed to complete the in-place closure of the tank. <br /> ' EVALUATION OF TANK INTEGRITY AND CHARACTERIZATION OF <br /> ' ENVIRONMENTAL CONDITIONS <br /> The tank requiring closure is a 1,000-gallon underground storage tank that held used <br /> ' motor and machine oils. The tank was installed at the time the POSDEF facility was <br /> constructed in 1991 (Figures 1 and 2). A secondary containment system, consisting of a <br /> 10-gauge outer shell, completely wraps the inner shell or primary tank (Figure 3). The <br /> ' outer shell of the tank is coated with polyurethane and is equipped with a sacrificial <br /> anode cathodic protection system to resist the effects of soil corrosion. <br /> When the used oil tank was in operation, it was continuously monitored for leaks by an <br /> electronic leak detector installed within the interstitial space of the tank. On <br /> 20 March 1998, the electronic leak detector activated an alarm in the POSDEF control <br /> ' room. POSDEF personnel inspected the tank and determined that the outer shell that <br /> served as the secondary containment system was compromised. Water had entered the <br /> outer shell and triggered the alarm.
