("EKI") has prepared this technical workplan on behalf of <br /> POSDEF Power Company, L.P. ("POSDEF") for the proposed in-place closure of an <br /> underground storage tank at the POSDEF facility located at 2526 West Washington <br /> i. Street in Stockton, California. Specifically, this workplan contains the information <br /> requested under Item No. 4 of the San Joaquin County Public Health Services, <br /> Environmental Health Division ("PHS/EHD") Closure In Place standard application <br /> L form. <br /> REASON FOR REQUESTING TANK CLOSURE IN-PLACE <br /> The tank requiring closure in-place is a 1,000-gallon underground storage tank that held <br /> Lused motor and machine oils. Excavation of the underground storage tank would be <br /> extremely difficult while the POSDEF facility is operational. The tank is located next to <br /> a concrete column that supports the platform upon which an electrical power generation <br /> Lturbine sits (Figure 1). The turbine is the primary piece of process equipment at the <br /> facility responsible for converting steam energy to electricity. POSDEF personnel are <br /> L reluctant to attempt excavating the tank because digging near the support column may <br /> result in differential settlement that could cause the turbine to vibrate or become misalign, <br /> such that the turbine would function improperly. In-place closure of the tank is proposed <br /> to avoid these potential situations that would be disastrous to POSDEF's operations. <br /> L <br /> HISTORY OF TANK SITE <br /> L The used oil tank was installed at the time the POSDEF facility was constructed in 1991. <br /> A secondary containment system, consisting of a 10-gauge outer shell, completely wraps <br /> Lthe inner shell or primary tank (Figure 2).
