(Thrifty), Waterstone Environmental, Inc. has prepared this Report <br /> on Underground Storage Tank Removal and Associated Activities for former Thrifty Station No. <br /> 171 located at 1250 North Wilson Way, Stockton, California ("the Site"; Figure 1). The purpose <br /> of this report is to properly document the underground storage tank (UST) and fuel line removal <br /> activities conducted at the Site in January 2014,which include the soil sampling activities and <br /> analyses required by the San Joaquin County Environmental Health Department(SJCEHD) as <br /> part of the UST closure activities. <br /> 1.1 Site Description <br /> The Site is owned by Thrifty and was formerly leased and operated as a self-service gasoline <br /> sales facility by ARCO Products Company since May 1997 through early 2012, at which time <br /> ARCO's lease was not renewed. <br /> The Site is located on the southeast corner of Wilson Way and Harding Way in Stockton, <br /> California(Figure 1). The Site is generally square and about 12,300 square feet in size. The Site <br /> features a cashier's booth,three product dispenser islands, and three double-walled fiberglass <br /> USTs (Figure 2)which were installed in November 1994 and are located near the northeastern <br /> comer of the Site. The newer USTs (installed in 1994) replaced five steel USTs that were located <br /> • in the southwest portion of the Site. There was an equipment enclosure located in the southeast <br /> corner of the Site which housed the thermal oxidizer which was used at the Site to perform soil <br /> remediation through vapor extraction. The Site has been operated as a service station for at least <br /> the last 30 years. <br /> In May 2012, following ARCO's lease expiring Thrifty removed the contents of the USTs,the <br /> USTs and piping were triple rinsed, and appropriate measures were completed for in-place <br /> temporary closure of the two 12,000-gallon USTs and one 15,000-gallon UST and associated <br /> equipment. <br /> A mixed commercial-residential area surrounds the Site. To the north of the Site across East <br /> Harding Way is City Tune Up. To the northwest of the Site, on the corner of North Wilson Way <br /> and East Harding Way, are single-family residences and a vacant parking lot for the former Olde <br /> Hoosier Inn. Immediately east of the Site and beyond are single-family residences. To the west <br /> of the Site across North Wilson Way is a Kragen Auto Parts store. South of the Site is the Doz <br /> Roses Flower Shop. <br /> A no further action letter was received for the Site from the SJCEHD on February 22, 2012 <br /> (copy attached in Appendix A). <br /> • <br /> Thrifty Station No.401 1 Waterstone Environmental,Inc. <br /> February 2014 Project 13-140 <br />
