Box 48 <br /> Fort Sini th, Arizona 72902 <br /> RE: ABF Freight System Inc. <br /> Hwy 120 & Swanson Road, Manteca <br /> This letter is in response to your request to replace your existing monitoring <br /> alternative #5 for the 10,000 gal diesel underground storage tank at your <br /> Manteca facility with monitoring alternative #2. . <br /> As stated in the California Underground Storage Tank Regulations alternative #2 <br /> requires implementation of vadose zone and groundwater monitoring, in addition <br /> to one time soil sampling. The purpose of vadose zone monitoring is to detect <br /> a leak in the vadose zone (unsaturated zone) early enough to allow containment <br /> before ground water is impacted. <br /> To meet the requirements of M.A. #2 the following information must be included <br /> in your proposal : <br /> 1. Determine the ground water depth and the distance between the underground <br /> storage tank bottom and the highest ground water. This will verify if <br /> vadose zone monitoring is even viable. <br /> 2. Determine the vertical extent of the vadose zone (which is the <br /> unsaturated area between ground level and the first ground water <br /> encountered. ) The vadose zone must be deep enough to allow detection <br /> of a leak before it impacts the ground water. <br /> 3. Propose a minimum of 3 ground water monitoring wells of which one shall be <br /> downgradient. <br /> 4.
