Box 48
Fort Sini th, Arizona 72902
RE: ABF Freight System Inc.
Hwy 120 & Swanson Road, Manteca
This letter is in response to your request to replace your existing monitoring
alternative #5 for the 10,000 gal diesel underground storage tank at your
Manteca facility with monitoring alternative #2. .
As stated in the California Underground Storage Tank Regulations alternative #2
requires implementation of vadose zone and groundwater monitoring, in addition
to one time soil sampling. The purpose of vadose zone monitoring is to detect
a leak in the vadose zone (unsaturated zone) early enough to allow containment
before ground water is impacted.
To meet the requirements of M.A. #2 the following information must be included
in your proposal :
1. Determine the ground water depth and the distance between the underground
storage tank bottom and the highest ground water. This will verify if
vadose zone monitoring is even viable.
2. Determine the vertical extent of the vadose zone (which is the
unsaturated area between ground level and the first ground water
encountered. ) The vadose zone must be deep enough to allow detection
of a leak before it impacts the ground water.
3. Propose a minimum of 3 ground water monitoring wells of which one shall be
downgradient.
4. Propose a' minimum of daily or continuous vadose zone monitoring,
semi-annual ground water monitoring, and a one-time soil sampling.
If you should have any questions please contact Jaime Favila of my staff at
(209) 463-3440, between the hours of 8:00 - 9 :00 A.M. , Monday through Friday.
Jogi Khanna , M.D. , M.P.H.
District Health Officer
W0 (?aeinoti ' Director
Environmental Health Division
RV/DH:asm
