Mr. Michelini 2 February 19, 1986
Task 2. Definition of Extent of Contamination and Cleanup Plan (if
required).
This task will consist of the following steps:
o Drilling an observation well to a depth of approximately 20 ft
below the water table.
o Collection and analysis of soil and ground water samples. Most
probably 2 or 3 samples of soil, and 2 samples of water will
be analyzed for presence and concentrations of hydrocarbons
o Interpretation of results.
If the contamination exceeds the allowable concentration limits then a
detailed plan of soil and ground water cleanup will be developed, with
associated cost.
The results of there findings along with a cleanup plan will again be
submitted for approval to the San Joaquin Local Health District. At this
time the acceptable goals and the required magnitude of efforts will be
neogtiated with local authorities.
Task 3. Soil and Ground Water Cleanup
Depending on the results of Task 2 a decision will be made about the
possible removal of contaminated soil and pumping of contaminated ground
water.
Discussing in detail the procedures available for this task is at present
not practical. We do not know if such an action will be needed.
Canonie will mobilize to meet Royal Oak Savings immediate need by
submitting a preliminary plan of action and well permit application to the
Local Health District for approval within the week of February 24, 1986.
Commencement of field efforts, drilling and sampling will therefor be
feasible in the middle of March. Interpretation of findings and plan of
cleanup (if needed) will be presented to Royal Oak Savings at the beginning
of April 1986.
CanonleEngineers
