Weber Avenue, Third Floor ENV(RGililtiiENT HEALTH <br /> Stockton, CA 95202-2708 PERMIT/SERMES <br /> Subject: Confirmation Soil Sampling <br /> UST Removal Activities <br /> Area 15 —B6 Excavation <br /> North Shore Parcels <br /> Stockton, CA <br /> Dear Mr. Jackson: <br /> On Behalf of the City of Stockton (City), Treadwell &Rollo, Inc. has prepared this letter to <br /> document confirmation soil sampling and present the methodologies used during the <br /> underground storage tank (UST) removal at the former Chase Chevrolet Facility located at <br /> 423 N. Madison Street in Stockton, California(Site) (Figure 1). The UST removal activities <br /> were performed under the direction of representatives of the San Joaquin County Environmental <br /> Health Department (SJCEHD). The removal of the UST at the Site was performed by Jim <br /> Thorpe Oil, Inc (Thorpe), a licensed contractor, who acquired the appropriate permits, removed <br /> and arranged for the disposal of the UST and associated. soil. <br /> The Site has been under SJCEHD oversight since the early 1990s when several other leaking <br /> USTs were identified and removed. During recent excavation work at the site performed under <br /> the direction of the California Department of Toxics Substance Control (DTSC), the UST in the <br /> B-6 Area was discovered (Figure 2). On 12 April 2004, the SJCEHD included the B-6 UST into <br /> its existing UST Local Oversight Program (LOP) for the Site. The scope of work for the <br /> completion of the UST removal and excavation action was submitted to the SJCEHD in a <br /> workplan dated 14 April 2004 prepared by Treadwell &Rollo. The SJCEHD approved <br /> workplan scope of work on 15 April 2004. The results of the post UST removal soil excavation <br /> program will be presented in a different report. <br /> BACKGROUND <br /> The area of current excavation is located to the east of the historical Auto Body Shop in the <br /> vicinity of soil borings 15B-6 and 1513-9 and former groundwater monitoring well MW-12.. <br /> Boring 1513-6 had total petroleum hydrocarbons as gasoline (TPHg) concentrations ranging up to <br /> 13,000 milligrams per kilogram (mg/kg) and total petroleum hydrocarbons as diesel (TPHd) <br /> concentrations ranging up to 520 mg/kg.
