We have found the plan t following considerations are addressed. 1: The suggested sampling intervals within hen oiing lfbeldngs is satisfactory; however, the samples obtained by techniques should also be verified with a bottom -of -boring soil sample submitted for laboratory analysis. 2: Pursuant to telephone communication with ETS personnel December 30, 1988, the suggested slanls .t boring adjacent to the waste oil tank will require additional detarformed per mum tank. Awcrossisect�analles is required for each angle boring pe and the placement of diagram illustrating the angle of the slant boring and to the issuance of the two soil sampling points will be necessary prior the drilling permit. In order to obtain maximum sampling pointparallel at both ends of tanks, we recommend the slant boring be pe rformedto the tank, and the first soil sample be collected at the tank bottom interface with native soil and the second sample be collected at the termination of the boring which is aligned with the opposite end of the tank. If this recommendation cannot be achieved at his site, then illustrate the best possible angle and sampling points. 3: Review of our files indicates the waste oil tank has not previously been registered nor have the appropriate tank fees been applied to this tank. Enclosed is a Fee Worksheet and a Closure Plan informkitional packet. Please complete the Closure Plan inforrnkation and submit all the required fees at the time of submittal for the permanent closure of the waste oil tank. These issues should be addressed in a revised sampling plan which must be submitted to this office for approval prior to initiating the work plan.
