Health and Safety Plan Underground Tank Program Tank Removal or Over -Excavation Resample INTRODUCTION _PURPOSE AND SCOPE The Health and Safety Plan, for underground tank removal/over-excavation provides for the protection Of on-site personnel and the surrounding community during site characterization activities. The requirements, specifications :and procedures presented with the plan will apply to all personnel on -sire, including emploveel subcontractors, site visitors and regulatory agency personnel. HAZARD ANALy I The most significant risk associated with petroleum contaminated soil is exposure to aromatic compounds. Skin contact will be eliminated by use of clothing; eye wear, and gloves and the inhalation hazard will be minimized using appropriate respiratory protective devices as determined by on-site air monitoring. The Safety Coordinator/Project Manager will establish an exclusion zone encompassing a J() - foot radius from the work area. Access Within this zone will be limited to required personnel. Total organic vapors will be monitored within the exclusion zone using a photoionization detector (PID) calibrated for benzene, the most toxic of the aromatic hydrocarbons. Current enforceable and recommended exposure limitations for potential site contaminants are presented in Table 1. PERSONAL PRD -E-Q11 H I_QV_TPM-B-1 1 A m,mnaum of U.S. EPA level D protection will be required within the exclusion zone for any workers engaged in sample collection or other activities on this site. Level D protection will include: • Disposable Tyvek coverall (when in contact with contaminated material) Boots with steel toe • Splash goggles or safety glasses • Chemical resistant disposal gloves (when in contact with contaminated materia) m over back Level C protection will be required if PID readings exceeding 10 ppground concentration are recorded in the workers' breathing zone. Level C protection • Disposable Tvvek coverall will consist of: • Boots with steel toe • Chemical resistant boot covers • Chemical resistant disposal gloves (inner) • Chemical resistant outer gloves • bISH•1/NIOSH approved half -mask air -purifying respirator with dual organic vapor cartridges PID readings exceeding 250 ppm in the workers' breathing zone will require work stoppage and . site evacuation. An explosion -proof fan may be used to vent the work area. DECONTAMINATION During all held operations, care will be taken to minimize contact with sods and ground water. Drilling spoils and developmental water will be stored on-site for proper treatment or disposal. This will minimize cuntact ;and dispersion of potentially contaminated materials.
