The monitoring plan on site was for tank <br /> TA0117506 (regular unleaded) and not all of the tanks. A copy of these plans shall be accessible on site at all times. <br /> Immediately locate and retain a copy on site. <br /> This is a minor violation. <br /> 319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the diesel STP sump on the west side. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed 2 cups of <br /> liquid from the diesel STP sump. Ensure that all sumps and annular spaces are maintained free of liquid. This was <br /> corrected on site. <br /> This is a repeat violation, Class II. <br /> 325 CCR 2635(b) Spill container failed to contain a minimum capacity of five gallons. <br /> The diesel direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of five <br /> gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue <br /> deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and <br /> certified contractor under permit and inspection of the EHD. The technician replaced the cap and retested the spill <br /> containers and it passed. This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each,violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS <br /> FACILITY BACK INTO COMPLIANCE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> Received by: Date: Inspector:P Inspector Phone: <br /> Printed Name and Title: FATINAH ZAREEF, REHS (209) 953-7311 <br /> Page 4 of 4 <br />
