• 4 <br /> EMERGENCY RESPONSE PLAN <br /> UNDERGROUND STORAGE TANK MONITORING PROGRAM <br /> This monitoring program must be kept at the UST location at all times. The information on this monitoring <br /> program are conditions of the operating permit. The permit holder must notify San Joaquin County <br /> Environmental Health Division, phone(209)468-3420 within 30 days of any changes to the monitoring <br /> procedures, unless required to obtain approval before making the change. <br /> Required by Sections 2632(d) and 2641(h)CCR. <br /> Facility Name: PG&E-Tracy Maintenance Facility <br /> Facility Address: 24081 Patterson Pass Road, Tracy, CA 95376 <br /> 1. If an unauthorized release occurs, how will the hazardous substance be cleaned up? <br /> Note: If released hazardous substances reach the environment, increase the fire or <br /> explosion hazard, are not cleaned up from the secondary containment within 8 hours, <br /> or deteriorate the secondary containment,then San Joaquin County Environmental <br /> Health Division must be notified within 24 hours: <br /> Stop discharge, review MSDS, obtain PPE, contain discharge by applying absorbent if small spill <br /> for larger spills, construct earthen dike around spill prevent discharge into storm drain by sealing <br /> off with plastic or earthen dikes. Prevent other people from entering emergency area. Isolate spill <br /> evacuate if necessary, notify OES & ER assistance organizations, clean-up w/contractor if too <br /> _large for employees to handle. If not, use absorbent material to collect free standing liquids; <br /> Remove contaminated material to approved HW containers. See attachment Ifor more detail - <br /> HazMat Business Plan and Contingency Plan. <br /> 2. Describe the proposed methods and equipment to be used for removing and properly <br /> disposing of any hazardous substances: <br /> Depending on the size of release(if small release, then crew handles. If large outside contractor <br /> handles): Don appropriate PPE after reviewing MSDS; absorbent material used (as above)to stop <br /> flow of liquid &soak up. With non-sparking shovels, remove contaminated material to appropriate <br /> containers& labels. Decon equipment &any reusable PPE. Move containers to 90-day HazWaste <br /> storage area; dispose via milkrun contract. <br /> 3. Describe the location and availability of the required cleanup equipment in Item 2 above: <br /> PPE &spill clean-up equipment is located in the shed gridline H3 of Attachment 2. <br /> 4. Describe the maintenance schedule for the cleanup equipment: <br /> The clean-up equipment is inspected weekly or after each incident, whichever is more frequent. <br /> 5.
